"zenra" usually implicates both the casual_nudity and public_nudity tags.

There are 7 pages on this booru for the search "zenra -fully_nude"

On Gelbooru, there's 17 for "zenra Loli -fully nude" and 3 for "zenra shota -fully_nude"

If you can find a single tag that fulfills "casual public nudity, where the nudity isn't seen as an issue" then I'm all ears.

Oh, I never notice any difference between these before i hear about this. U mean 'completely nude' allways meaning 'public nudity' in english? Because it mean pussy or dick is visible ? (I don't know this language — English, very well. My bad.)

you can be complete nude at home or in the middle of a street (public nudity).

I've updated the wiki entry for the Zenra tag.

Zenra is basically public/casual nudity and in the context of the image, the nudity/sex is not a problem in the society.

While Zenra does literally mean "fully naked", you would NOT tag an image of someone taking a bath as zenra; in this case, "casual nudity" should be used.
